The proposal was supposedly drafted primarily by US special envoy Steve Witkoff (a friend of Trump with no diplomatic qualifications), with input from Secretary of State Marco Rubio, Jared Kushner (Trump’s son in law, who has no diplomatic qualifications), and Russian envoy Kirill Dmitriev. As news broke, the authorities braced themselves for the bad news that it would probably turn out to be yet another instance of jihadism.
