World leaders, especially US presidents, ping pong back and forth between domestic and foreign policy due to the dynamics of political capital. Political capital might be a numinous concept, but it certainly exists. When leaders are losing in one realm, they will often switch to the other to obtain capital, and if they are winning, they will switch realms to spend it. (more…)
