Life-sized cut-outs depicting Canada’s 25 most wanted criminals were displayed throughout Yonge-Dundas Square in downtown Toronto on Monday, May 1. The exhibition accompanied a press conference [2] held by the Toronto Police Services in conjunction with the Bolo Program, Toronto Crime Stoppers, and other organizations to make the public aware of some of the country’s most dangerous criminals.

According to its website, the Bolo Program [3] “. . . is a breakthrough initiative leveraging social media, technology, and innovative engagement to encourage citizens like you to be on the lookout for Canada’s most wanted.” Furthermore, the website states that the Bolo Program is the main focus of the Stéphan Crétier Foundation. Stéphan Crétier is the founder, Chairman, President, and CEO of the GardaWorld Security Corporation, which is a multi-billion dollar “security provider with over 132,000 dedicated professionals operating in 45 countries around the world.” It is apparent that managing the contemporary multicultural state’s inherent problems is a calling for both big business and big government.

In many respects, initiatives such as the Bolo Program are admirable in that they attempt to make the public and disparate law enforcement organizations aware of some of the most dangerous criminals in the country. Shaming lawbreakers in effigy in the public square is worthwhile and has its merits, but it is overshadowed by the incontrovertible reality that multiculturalism, with its emphasis on open borders and suicidal non-white immigration policies has been an unmitigated disaster. When policies are pursued by our hostile elites whereby national security is delegated to the local level, becoming the purview of the municipal and regional police forces, chaos in the form of anarcho-tyranny always ensues.

Canada’s most wanted are overwhelmingly a rogues’ gallery of swarthy foreigners who have left nothing but murder and mayhem in their wake.

Foremost on the list is Cristian Adolfo Cuxum [4]. He is accused of murdering 49-year-old referee Edwin Farley Alvarado Quintero and wounding two others at a Toronto soccer game on October 9, 2022. A reward of $250,000 is being offered for information that leads to his arrest. Cuxum, who is wanted on Canada-wide warrants for second-degree murder and two counts of attempted murder, is of Guatemalan extraction. Investigators believe he is hiding out in the Toronto area, but could be anywhere in the country. The website warns against capturing him without assistance: “Take no action to apprehend Cuxum yourself. He may be armed and dangerous.”

The second most-sought criminal in Canada is one Rabih Alkhalil [5], who goes by any number of aliases. According to the Bolo website, he has a Middle Eastern background and is wanted for several violent offenses, including murder and conspiracy to commit murder. He has a lengthy criminal record and is linked to organized crime. Furthermore, the International Criminal Police Organization (INTERPOL) has issued an international Red Notice [6] for his arrest, which is a method for informing international police forces about dangerous international fugitives. According to INTERPOL [7], “Red Notices are issued for fugitives wanted either for prosecution or to serve a sentence in relation to serious ordinary law crimes such as murder, rape and fraud.”

Alkhalil was standing trial for murder when, on July 21, 2022, he escaped a correctional facility in Port Coquitlam, British Columbia, and was aided by two accomplices posing as contractors. Part of the escape was caught on surveillance video [8]. Subsequent to his escape, a jury found him guilty of first-degree murder for killing a man in a Toronto coffee shop. He is also wanted for drug trafficking in the province of Quebec. $100,000 is being offered for tips that lead to his arrest.

Third on the list is Cody Casey [11], who is wanted by Vancouver police for various drug-trafficking charges including the production and trafficking of fentanyl, heroin, and cocaine, as well as firearms offences. After his arrest in the summer of 2020, Casey was released on bail with a number of conditions, including house arrest and the requirement that he wear an electronic monitoring bracelet. According to Vancouver police, “he cut his ankle bracelet off on April 10 and hasn’t been seen since.” No ethnic or racial descriptors are given. Casey took advantage of his lax bail conditions and disappeared.

Saed Osman [12] has the dubious distinction of being fourth on the list. According to the Bolo website, he is considered extremely dangerous. Osman, a Somali — the Horn-of-Africa pirate type, not the wine-tasting sommelier type — is wanted for participating in a mass shooting that occurred in Edmonton, Alberta. Photographs depict a crime scene riddled with bullets [13]. Approximately 70 rounds were fired into a crowd [14] of people outside an ethnic bar. Seven people — five men and two women — were shot. 28-year-old Imbert George of Edmonton died as a result of his injuries. Two men were initially arrested, but Osman remains at large.

Rounding out the top five is Kiarash Parzham [15], who is also considered armed, dangerous, and on the run. Parzham is wanted for first-degree murder. In the summer of 2022, Toronto police and other first responders were called to a subway station after reports of a shooting. Despite life-saving efforts, Kian Hoseyni, 28, was pronounced dead at the scene. Parzham was witnessed fleeing in a silver Hyundai Tucson. In 2017 he was also convicted of multiple drug and weapons offenses, including unauthorized possession of a firearm and possession for the purpose of trafficking.

And that’s just the top five on the list of miscreants.

A prime motivator to reestablish our peaceful, white homelands is to keep violent non-white interlopers such as these from ever stepping foot on our soil again. Increasingly, though, in order to manage the roiling madness in our midst, the surveillance state is expanding exponentially. While there are merits to having organizations with their accompanying tools, networks, and interconnected resources to track down scoundrels, it is yet another step towards panoptic societal surveillance.

If we want to do away with the presence of a violent criminal underclass in our midst, along with the accompanying surveillance state that has been imposed to manage the madness, it is necessary to close our borders, repatriate those who have no place here, enforce the law, and replace our hostile elites before they replace us. Not only must we replace our political elites who insist on open borders and multi-ethnic conflict for a host of dubious reasons, we must discourage the conditions that make it possible for corporations to feed off the ensuing anarchy.
